The sentence you quoted is very confusing. It could mean one of two things:

1) Data on forest productivity and global warming suggest bad things to come.

2) We don't know what lies in store because the data itself isn't very good.

I think it means the latter; we don't have very good information about forest productivity costs or global warming.

If so, I'd say that's true to a point - but we certainly have more than enough data to prove that global warming is real.

The government HAS to prepare FOR global warming. Or you could say, "The government must prepare for global warming," OR "The government should prepare for global warming."

How does global warming create below normal and below freezing temperatures in SE United States? Here in WNC we have been snowed in for 2 days, 8 to 10 MORE inches of snow on top of the 6 inches we were dumped on a few days ago. Below freezing temperatures again this winter with not much break in sight.
