The sentence you quoted is very confusing. It could mean one of two things:
1) Data on forest productivity and global warming suggest bad things to come.
2) We don't know what lies in store because the data itself isn't very good.
I think it means the latter; we don't have very good information about forest productivity costs or global warming.
If so, I'd say that's true to a point - but we certainly have more than enough data to prove that global warming is real.

The government HAS to prepare FOR global warming. Or you could say, "The government must prepare for global warming," OR "The government should prepare for global warming."

This sounds very awkward. Here are some other ways of saying it:
It threatens us in many ways.
It is already causing trouble.
It is already affecting millions of people.
It is a serious problem.
