I've been to Philadelphia a few times. While it's not one of my favorite cities, I think it might be an excellent place to study English.
I've always driven around Philadelphia but there is public transportation. At 2.00 a ride, the buses and subways are as expensive as those in new York City.
Other things in Philadelphia are generally cheaper than in NYC. It's easier to eat, go to clubs and bars, and go to concerts without spending a fortune in Philadelphia than in NYC.
There are many historic buildings and museums in Philadelphia, so I think you'll be able to keep busy when you're not studying. The Philadelphia Museum of Art is probably the most famous of the museums.
There are lots of bars and clubs if you're looking for nightlife. Try going for a walk on South Street.
