I lived in Burlington for one summer, teaching ESL. I loved it.
This is the smallest city I'm going to recommend, and I was able to walk everywhere I needed to go. There isn't much public transportation, but if you don't feel like walking you could buy a bike. There are a few taxis around, but I never used one.
There are enough little stores in the downtown area to keep shoppers busy. You could probably see them all in a weekend, but that's OK. It means that you can spend more time in the stores you like (I liked the used bookstore and the Borders). After a summer, I left Burlington thinking that I knew it pretty well.
One thing I liked about Burlington is that you can avoid the "hustle and bustle" of big cities. It's easier to relax in Burlington because it has a laid back atmosphere.
It's not in the same league as New York or the other big cities in terms of things to do, but there are a number of bars that have live music if you're looking for nightlife.
